How to increase Logistic & Tactical Slots

I cant figure out how should i upgrade my planets. As my research and progress has stalled because of fewer labs. And i cant increase my slots.......what should i do?

Select a planet, click the planet upgrades button (first button on the top row), and you're able to upgrade logistic and tactical slots from there

And of course, if you've already maxed the upgrades on your planets... conquer more planets
