Colony Module holding amount decrease by 50%

I'm just wonder if this was a glitch or got changed by a patch. The amount of people I can transport to a ship with colony and troop module got decrease from 500 to 250 per module. and the module description say it can hold up to 500 per module. my homeworld has over 12 billion people

 

I'm using Dark Avatar and I patch it to 1.80e

and I use a pentium 4 2.8 ghz HT vista window XP sp2

I also use a dual core AMD 64 dual core 3 ghz with window vista

It's intentional, yes. The description not being updated was just an oversight.
