Moral

Is moral implemented correctly yet? I purposely went heavily into debt in a game yesterday to test this and sure enough the moral of my planets all dropped. After a few hundred turns of this, moral hit near zero levels. My tax was extremely low and below -500 credits nothing would be built. I then started the recovery and once into positive credit moral started climbing again. It would not however ever go higher than 40 for my main planets. New colonies could have much higher levels but would then drop to 40. No matter what improvements I built the moral did not seem to rise.
Is moral capped by something (tax rate?)
Are improvements meant to increase this cap or just provide short term boosts?

I'm not sure if there is a cap because that's not one of the things that I work on, but I do know that it takes forever to get yourself out of the hole when your people are in the pits of despair. :)

I found getting out of the hole to take a long time, but they eventually got to 40. The moral just never went above that (even after 1000 turns).

WHen you hit 40, that's when population stops growing. 40 is the baseline basically. Perhaps it should be 50 really. Basically, high morale increases population.

I am seeing planets with morales at 54% that are not growing.

Does that mean you know what the problem is, or what?

If moral is the only thing driving population growth, then it is not working. I am playing a medium
size galazy this time and I have lots of planets from a moral of 60% to 48%, all with a population
of 10, no resources (some may have a research resource) and they have been that way for 100+ turns,
while others have grown under the same conditions. I have lots and lots of planets. The debug file
is over 3 meg in size.

It looks like I can recreate this at will. Is there anything special you would like me to look for
or do?
