Jumping problem

My fleet groups are having trouble jumping from one star system to another star system. About half the fleet jumps and the other half just sits there. I have tried clearing the jump order and giving it again but they do nothing. I have waited one time for 10 min to see if they would jump and they wouldnt. Any Ideas? Am I missing something about the game?
