Breaking the 'normal' barrier.

OK. I can pretty much pwn the levels before normal, and I can pwn normal about 66% percent of the time. I want to get that up to 100%, so I can face the next challenge. I will now describe my basic strategy, in an attempt to acquire some advice. My empire building follows roughly this strategy.
1. for the first ~20 turns, I do 100% military and colonize between 7 - 15 stars, depending on proximity to each other and other civilizations.
2. Once complete, I switch to 50/50 tech / social to build the basics, like soil improvement, entertainment / news network, etc.
3. I follow this pattern for another 20 - 40 turns, micromanaging where required while I flesh out my cultural borders.
4. If I'm not attacked first, I find the weakest major or any minor and pounce on them with battle hammers after a 100% switch back to military yields me about 20 billion troops and 15 or so battle hammers.
5. Repeat steps 2-4 until I achive my victory du jour, depending on which one I'm in the mood for (cultural, military, etc.)
----BUT----
This is where I'm stuck. I played my first non - campaign AP game and got CREAMED with these tactics on normal. I was barely done with step 1, and the torians were already at war with me. I had no starships, and my systems rolled over like a beagle looking for a treat. As you can see by my AP meta submission, I retired before the death blow was given.
So, to my question(s)
Where are my tactics inadequate? Even on normal, I need to 100% military colony rush just to keep up with the AI's stars, but doing that the AI still outpaces me technologically, culturally, and militarily.... Where's the balance? It seems like the 'normal' AI can spin seven plates on sticks with two hands, I can't even spin more than 2.
I've read the FAQ thread, and I seem to be able to manage morale decently enough, but this still isint enough. Who's got the insider tips?
