PQ pick balanced?

Any of you experts out there think PQ is a little too powerful?

short to mid term it isn't as powerful as say 30% econ bonus, but long term, the huge populations you can support really crank out a lot of prod/tax/research.

I think PQ might be a little powerful, but it's mostly because many of the other stat increases don't show until mid-game because of the GalCiv rounding integer math. PQ helps you right away.

PQ is powerful is a couple of ways. First it allows you to colonize planets the others cannot or do not. The result is an edge is the colonization race. This also allow to to gets a cultural and military foothold in enemy sectors where doing it with starbases would at the very least potentially anger the others, and may cost you money or be banned outright due to UP resolutions. Second it allows better overall morale and better production in the later game. I had class 20 which became a class 31 after +15% PQ, soil, hab, terraforming (was patch were Terraformer didn't work) I had 60B+ at 100 moral when I won a cultural victory.
