How do I make patches and downloads work?

I know this is a very basic question, but I have been looking through the FAQ and did not see it.
I downloaded the "Expanded Universe" but am unsure how to put it in the game.

Also, I downloaded several events and United Planets occurences people have made, but do not know how to put them in the game.

If someone can tell me step by step how to do this (especially the Expanded Universe patch) it would be much appreciated. Thank you.

Depending of your version of Galciv, there should be a mods/data folder where to put theses files

Most of the mods have a read me with them. If they have a read me with them then follow it. Unzip them to your Galciv/mods folder. Be careful of downloading anything directly to galciv/data folder as it may re-write some of the info. .pcx files gp in the gfx folder. every thing else in the /mods or / data folder. UP issues have their own folder under /data or /mods soput them in there. The folder name is "upissues". The expanded universe should have installed directly when you downloaded it. Also please feel free to ask any question you have.

Thanks. I downloaded the 1.2 patch. But I do not see any difference to the game. What does it do?
I've gotten the mods to work too, so thanks.
I heard about some Galciv writer or something which allows you to make the mods.. How can I get that? Do I need to be a computer guru to design my own mods? or is it easy? Thanks.

Galciv writer is a easy program to work with. There used to be a link at the Embassy but I don't think its there now. We will find you a link.

Galciv writer is in our downloads archive at NeoTech Gaming http://neotechgaming.com A sci-fi themed website featuring Galactic Civilizations.

Here is the links to Galciv writer, download the 1.3 version. The Alpha version was done by the new person in charge of Galciv writer. 1.3 the original one works fine. http://neotechgaming.com/main/modules.php?name=Downloads&d_op=viewdownload&cid=39

Making simple mods like events, Anomalies and political parties are easy. To make the other more complex mods requires a little more work, still you do not need to be a guru to make them. ;)
