Build bars on planet list

The engineering and project build completion bars on the planet list screens no longer work. In the previous build these depicted a yellow bar showing the level of completion. In the current build they just show a full blue bar. I do prefer the current build planet list though. Very good.

That screen isn't totally finished. The System screen will look pretty much identical to the planet list once we have the graphics finalized. Alex is working on the graphics as we speak.
