creating new planets

I researched a new tech that lets me build my own planet, but can't seem to figure out how to do it. I know I must be missing something simple. Any help would be appreciated. Thanks in advance

The reason you can't figure out how to build a planet is because it can't be done. If you read the description for Artificial Planets it states:

"Creating a huge space ship is one thing, being able to create a living, organic planet is another. We can now, theoretically, build our own planets. The only thing preventing us from populating the galaxy with these planets is the slight problem of getting sufficient matter to build them."

Yeah. That might be my suggestion for GC2: Have the techs actually allow you to do the things that they say. :)
