"Friendly culture will soon overthrow..." when?

Playing along and one of my worlds gets overthrown by foreign culture. I go take out the broadcast towers or whatnot. 30 mins later, I'm getting the "Friendly culture will soon overthrow this planet" message and the current allegiance is 0%. It says it's changing at 0.05% / sec but it's been stuck there for 30 mins or so. The phase lanes on both sides of the planet are my color.

How do I get this planet back?

First you have to recolonize it, if enemy culture is still too strong build a few more media hubs and put some caps in the system in question.

Planets that drop to 0% allegiance go neutral, they don't flip sides. So yes, you need to colonize it :)

I think that a culture meter needs to be added...

There's a culture meter next to the image of the planet. Shows the percentage and delta.

So the colony doesn't flip to the other side, it just goes neutral. Guess that makes more sense... Do you lose all the upgrades when that happens?
