Subliminal Manipulation

My first game. I'm trying to increase fleet supply, but the next level in Fleet Logistics says I need "Subliminal Manipulation". I've searched all through the tech trees and don't see anything with that name. What am I missing?

Sorry for what must be a dumb question.

I feel like an idiot. It's the first button/level of fleet logistics. The button is lit up, which made me think it had already been researched, which of course is silly cuz I knew I hadn't researched anything in fleet log

Edit: BTW, I really wanna thank whatever moron added the referral to Google. I realized my question was going to wind up being VERY DUMB, last thing I wanted to do was post it. Unfortunately it was SOOOOOO dumb, not even Google or anything else had the answer.
