I start several new games to find one that is interesting for me. When I find a game that I want to play I save it with a new name, then I start playing it.( sometimes I will "CTR N" up to ten times before I find a game I like) Sometimes the AI races will not expand out of their solar system and I’m the only active player. My game setting is on huge map, obscene playing level, I play with three random races and five minor races. I have not adjusted the game in any way and that just applied the patches. How can I fix this problem?

Perhaps the issue of CTRL+N setting the AI to horridly low intellect is getting you. Even though your original setting were different, it somehow sets the bar low after restarting a game.

Yeah, there was a bug (is still a bug?) where occasionally Ctrl-N would set the races to Fool difficulty setting. Check out their intelligence in their race overview screen (I think it's under Misc.). I'm betting they've all been set to Fool.
I'm also a habitual Ctrl-N user, but that's because I'm not very good at the game, yet I refuse to play below Tough. In order for me to have half a chance, I need to give myself a good solid starting setup.

Good Question! What current Version are you using. I am using GCII Version 1.80g Dark Avatar and ran into this problem in v1.6, I think.

You can't, you have to start a new game. It is helpful to check your opponents when you meet them so you can make sure they are at the appropriate intelligence level. This is a frustrating bug.

There is no way to adjust the setting in your current game, because that would allow people to start a lower difficulty and then ramp up the difficulty at the end of the game when they're mopping up in order to get a higher metaverse score.
In TA, I've added code that will hopefully fix this problem. When I get a chance, I'll implement it in DA as well.
