Building Capital Ships

This should be pretty basic, but I'm missing something...

I have no idea where the option to build a Capital Assembly Bay is anywhere on the interface.

Can anyone help.

I feel so retarded right now.

It's right below the normal shipyard in the Logistics structures build menu
