Why are my StarBases hemorrhaging?!?!?!

I just built 3 starbases, and some 20 turns later, they're all damamged? (:( Why? I'm not even disliked by anyone, and haven't seen any space fishes... none of my ships are hit?

I'm in the black, $-wise. I bet it's the HP upgrade. Gonna havta give up on all that prod & trade upgrades and get some repairs going.

Same thing happened to me in my last game. I was playing as 'war party' and I lost an election (and went from +50hp to -25hp). When I won the next election all my ships and starbases appeared damaged - since they got their bonus hp back.

On a side note, I was doing pretty well, happily building up, when one of the other decent sized majors got that "XXX just found an uber artifact that makes them more powerful by the day until you're enslaved" event that happens WAY too much. A few months later and waves of battleships were coming my way.
