TA - Quarterly reports referencing races I haven't met yet.

One of the quarterly reports that I received talked about The Arceans having a certain research percentage and population percentage before I had even met the Arceans in-game yet. Our statitions should not know about races we haven't met yet.

Wait until the Drath make 4 people you haven't met declare war on you. This is something that needs correcting, especially before the Drath appear.
