Game crashes after update to 0.83.027

I tried installing the update and now i can´t play anymore, the error i get at startup of the game is:
"Failed to Setup Direct3D9"
i tried deleting all files and redownloading the full pack but nothing helps
pls help

system is:

Windows XW SP2
1GBram
Radeon X800 XT

Try reinstalling DirectX 9.0c from Microsoft.

If that fails make sure Sins has 1720 files, 12 folder and takes up 909,299,169 bytes. If all this fails, try setting your resolution and aliasing settings manually in the user.settings file. Also try disabling the start up movies.  The details on all this are in the beta 3 faq thread.

ok guys this is definitly weird/bad
when i had posted this i had already tried reinstalling gfx and dx drivers those didn´t work.
The Sins folder is exactly as you specified.

I tried your idea with readjusting settings manually, none of that worked, but one:

It works if i start SINS in windowed mode and then switch to fullscreen via the ingame menu. But if i quit and restart it fails me again.

Did you delete the file folders before reinstalling?

Vista:
C:\Users\username\AppData\Roaming\Ironclad Games\Sins of a Solar Empire\

XP:
C:\Documents and Settings\username\Application Data\Ironclad Games\Sins of a Solar Empire\

Yes, i had deleted everthing.

Now i updated from 0.83.027 to the new 0.83.029 and it works again
Whatever you giys did with the exe in this minipatch solved my problem!
