research effects stop working when starting a saved game

When I start up a saved game my research and new ship designs are no longer in effect. For example if I have researched logistics I can't form a fleet because the game shows I have no ability to do so, despite the fact the research tree shows I have already completed logistics. It also won't let me re-research the lost tech and researching the advance in that tech has no effect.

well either your the most unlucky guy ever or you could just uninstall and reinstall the game deseting all saved games or your computer just sucks ..... .. have fun

If you're playing DA, you probably encountered the plague/disease event that reduces all civ abilities to 0 until the cure is researched. If that's the case, just find the cure tech in the research tree and research it, and all will return to normal.
