Help! These bugs are costing me my win!

I wes playing a small/easy galaxy with all AI's set to sub-normal and going for a cultural victory. After seizing the remaining influence resource, the map showed I controlled the entire map (all blue). The status screen said "12 mts" next to cultural victory, which I assume means I have to hold my victory for 12 turns. Fine. 12 turns pass. 24. The tactical map is still all blue. But the status screen still says "12 mts". WTF??? So I save and reload, thinking a flag might be stuck. Now, after loading the game, the tactical map has been reset to where it was in the beginning and the status screen for cultural victory says "43%". I want my win, dammit.......

The effect that the cultural influence is reset after a reload has been discussed several times. It happens because of the rather complicated influence calculation and should be back to normal in a few turns.

The reason the 12mts may have reset within the game might be that an AI built something to enhance it's influence, temporarily boosting it high enough to knock your win condition off?

The map still shows entirely blue. That shouldn't be the case if an AI race increased it's influence.
