Is the culture aspect working?

I am having an issue with the game wich is think is great by the way. I have just finished killing off one of the opponent races and the phasejump lines still show the killed off factions colors, when I go to colonize one of the planets even though they are destroyed they come right back due to the color of the phaseline. My question is why?

If you have the latest hotfix and destroyed the entire faction their culture should be gone. You can check whether their name is grayed out in the diplomacy window, but my guess is that the faction is still around.
