What are the expenditudes of a planet

I have a planet with only items without a maintainance cost yet, my expenditures are 13 Credits.
Why is that planet spending 13 credits?

That's because of your government expenditures. Go to the domestic screen and adjust the domestic spending slide bar down to a desireable level.
