if you put a way point at a resource do not give it any orders other than normal.
if you use the build a fleet order it confuses the game. it will try to put the constructor in a fleet and try to build a resource base at the same time.
in the last game i played i was able to build a resource and economy base in the same space.
i am not able to give you a pic because at the moment i do not have any way to capture the print screen sorry
