Minor races still in?

A while back I remember discussion about minor races and their interaction with the great powers. IIRC, they weren't going to use the same interface for contact, but they would still be available for certain diplomatic actions. Are minor races still in the game and how are they interacted with?

Minor races are still in. They appear on a different tab than the major races.

Differences between major and minor races:
Minor races have better starting planets.
Minor races do not expand beyond their initial sector.
Minor races tend to not spend as much money/develop.
Minor races start with more money than the major races.

The diplomacy screens are the same, the only difference is that minor races appear on a different tab and not all diplomatic options apply to them (i.e. espionage).

Minor races exist primarily to be trampled/exploited/crushed by the major civilizations (at least in my world and most of the games I've seen played). Alternatively you can trade with them before they get killed by a major race.
