Two Voting Questions (one UP and one Domestic)

1. UP: The manual says that with a high enough intelligence rating you can see what will be voted on. It was just me and two other poers and I had ADVANCED espionage levels with both of them, plus I was spending additional money but I could never figure out what was going to be voted on. Did I miss something?

2. Domestic Elections: Is there any way to lose a domestic election (other than not paying attention)? I mean, the turn before the election, I just lower the taxes a lot and give myself a 60% approval rating. If this is true, what do you think about the idea of having elections decided by the AVERAGE approval rating in between votes? It just seems like a great idea but not implemented in any meaningful manner... ?

The manual is in error; UP issues cannot be known in advance.

IIRC it was supposed to be that way, but then again it's not difficult at all in most cases to keep your approval over 50% so it's never an issue.

that sucks. It would be nice to be able propose topics instead of issues coming up at random. Too many influence sbs in your territory? propose a vote on sb taxes!

good stuff, thanks for the clarifications all. Yeah, an average vote would be great. I guess you are correct about it being easy enough to get 51% most of the time, but still it would be nicer to have politics play more of a role. Maybe do something with proportionate representation in the Senate dominating what bonuses you get or don't? I dk. It would be an interesting discussion though, I think...
