UP Votes for Extra Trade Routes Does not Appear to Function

I'm running the latest version of DA. As with previous versions, a vote of the UP to allow extra trade routes does not appear to function. I am always unable to establish any new routes over the usual maximum. Anyone else noticed this?

there is a hard cap of 12 routes

. Even if you add more through modding the techtree, 12 is still the max.
