Window Skin and objectbar help

i have found this screenshot of a desktop made by a kid! (very impressive!) and wondered how he got his "my computer" window just like a macs, does anybody know?

also i have downloaded objectbar and i doubt it, but, can you get the full version for free anywhere (looked on all bit torrents eg. limewire and ares)
