Do texture and sound mods like Stefan's FX Pack 1.3 trip the cheat flag?

Stefan's FX pack changes one of the xml files, so it is not meta-compatible. Only mods which change no xml files at all can be used, and these must be made to replace the base files (not using the mods folder). Make sure you back up any files you replace if you do that.
