Opponents ability points?

Do ai opponents spend their (points remaining) in abilities when a new game starts or must they be selected/tuned by you?

The only time I've ever noticed the AI spending extra points is when I've previously played them and they don't reset. As a result, there are two or three races who always seem weak because I just can't stand them. Otherwise they're spreading their points really thin and not getting any real benefit from it.
