Taskbar disappears?

Hi all,
When I open any program in full screen mode my taskbar is not visible. I checked the box to make it always on top but I can see the full screen program behind the taskbar as my taskbar is transparent? Any help would be appreciated.

you're confusing me. either you can see it or you can't.

uncheck keep on top - apply - recheck - apply - see it that wakes it up
