Surrender all planets?

I'm not sure if it's supposed to happen like this but...

I was in a long, long war with the Altarians. Finally it got to a point where they were willing to deal for peace. I gave them all my ships and tech. They gave me all their planets.

They no longer appeared on the foreign relations screen, but they still had a ship on the map. I had to declare war to attack it. Every time.

Seemed odd.

This seems odd to me, why give all your ships away, and why would they give you all their planets?

Well, since it works anyway, I can understand your giving away your old ships to secure a victory, but still..

I'm using the newest DA version-

I often give my ships away. It's the easiest way to recover my economy. The AI races can't handle the influx of ships on their economy, so they end up destroying most of them. Meanwhile, I'm able to build a ton of ships and make money while doing it. It works pretty well. I usually only do it in peacetime. But I've never been able to trade anything for all of another race's planets. I was totally shocked, but man, it was worth it to get rid of the Altarians. They had been at war with me forever, and had been paying other races to attack me. Good Riddance.
