Is the gold version of GalcivII going to be in available in Canadian stores? Or do I have to download it from the net?

The MSRP is USD$39.95; the CDN price will vary based on exchange rate and retailer pricing preference.

So if I get the gold edition and already have the original game, I remember someone from stardock said that I can get a 10 dollar mail in rebate?

The Gold edition at retail contains a USD$10 mail in rebate. You will need to have your original GC2 manual in order to be eligible, AFAIK.

When I bought GC2 from Future Schlop, they charged $39.95 CAD...so actually cheaper than buying from Stardock directly. Go fig.
