Confused about AI levels and difficulty levels

In GC2 intelligent was the level AI used all algorithms, and levels from tough to suicidal all used intelligent AI.
Now in Dark Avatar there are other AI levels like Godlike, Ultimate.
If i set to ultimate the AI, the level of difficulty goes from Tough to Painful.
I would like to play at max level of AI (ultimate), but i don't want to give advantages to AI (want to play at Tough), is it possible to play in DA with max AI and no advantages to AI as in GC2, or maximized AI is enabled only at max levels?
I don't want also to set everytime all AI to ultimate AI how can i set all race to that AI level in a few clicks?

Not sure how you got that Ultimate equated to Painful--probably by setting only one AI to that level and leaving the rest at a lower level (The overall is based on the average of the individual AIs). If all AIs are at Ultimate, the game will be 'Suicidal' difficulty.

Tough (each AI set to Intelligent) is still the level at which the AI is as smart as it will get, and has no bonuses or penalties. Everything above that, it just gets extra bonuses.

You can also turn up the CPU time allowed for each AI (or force all to max in the options screen so you don't need to adjust them all), which will make the AIs behave more intelligently, but this does not have any affect on which difficulty level is displayed (it should indeed make the game harder, though).
