DA Pop Growth Ability cost minor bug

The cost for extra pop growth and amount is different between metaverse and normal games. Prob someone forgot to change the metaverse option. Extra pop growth was very poweful. Perhaps the habitat special should be nerfed as well perhaps 25% insted of 50%.
