Random events editing

Will we be able to edit the frequency of events in addition to inserting new ones?

Also, what controls are there in place to keep some evil dude from creating a new, common-frequency event that grants a bazillion credits to the terran account and use this as a means of "cheating" on the metaverse scores?

Only games with "registered" mods downloadable through the Library will be able to submit their scores.

As for modding, I'm pretty sure almost everything about events can be modded.
