Problem for Jacques and France here (besides the host of other problems he has? <snicker, snicker>) -- how about the "other" nations of the world that are creating just as much, if not far more problems for the environment than the U.S. could ever hope to be accused of?
Getting the still developing countries on board with plans to curb emissions is a grand plan, but much easier said than done. Consider that these countries are still trying to level up their production and skill sets to that of the great western world. There's a reason that these countries have ignored many of the controls that exist here in the U.S.A. and in Europe: cost. They're taking in businesses while generally turning a blind eye to the potential damage that they might be doing or allowing to the environment. Better to have a major factory in town/country and gain income from taxing it, or the workers that are employed there, than to have a bunch of starving mouths to feed.
Jacques can dream of taxes that are applied against the U.S.A. but he knows it is basically a non-starter. As noted in the article referenced in the link, it would probably violate existing trade agreements and would be tossed before a dime was ever collected.
Nice idea perhaps, but destined for the trash heap for sure.
