Galactic Civilizations 2 Startup issues

Ok Ive had this game since about the 1st week it came out, And I recently Decided to start playing it again however everytime I got to Launch it All I get is a Black screen and nothing ever happens, I Used Stardock and updated everything in the Game to the newest patches, I even Uninstalled, Then Reinstalled and Used Stardock to Patch it, Again No luck Can anyone help me figure out what the problem is?

Try deleting the file prefs.ini located in My Documents\My Games\GalCiv2.

If that does not solve the issue, go to C:\Program Files\Stardock\Totalgaming\GalCiv2 (or wherever you installed the game), open the file debug.err there with notepad, and copy/paste its contents into a reply here.

kryo s already talked to me about my games problems. Any way i couldnt get laucher to even run. (and it still does not work)
