Tribute?

Was playing a GalCiv2 (latest revision) game last night. One of the friendly AI popped up and offered me a tribute of 0 (zero) $.

I think they do that when they want to pay you tribute, but are just broke. Sometimes I only get offered 7bc or so.

It could also be taken as an insult...

There are not many ways provided for them to call to say "Hi, how ya doin'? Just want to let you know we admire you". I think the money tribute may be the only way.

But if they have no money to give you, but still want to contact you, the amount may be 0.

I will usually give them something in return for the gesture, just to improve relations a bit, especially if they are already friendly or warm. It might be just the thing to push it to the close mark.
