is there a way to put defense on a hull besides adding defences in the game ie inherent defense

You can specify hit points for each hull in the GC2Types.xml file.
But I don't think you can add specific defenses like shields, except by adding components to the ship descriptions (i.e. - as in the GC2Ships.xml file).

You cannot add any defense values to a hull definition aside from HP. You've got to add the parts for it.
