Terrans don't change when I mod Terrans.

other factions I can change. Also how can I change remaining points?

I changed the terrans from raceconfig but when I re-copied the original file the terrans haven't changed, they still have the same moded stats. I tried to delete the starting techs but they still show in the faction selection. When i change the other factions they actually change but the terran don't change even after I re-copied the original but the stats are still there. What's going on?

Whenever you mod RaceConfig.xml, you also need to delete any raceconfig files (such as TerranAlliance.raceconfig) in My Documents/My Games/GalCiv2 that were created when you played the race before. If those files are there, they'll override any changes to RaceConfig.xml for that race.

What about modding the points remaining in the abilities and the tech tab?

Those are unfortunately hardcoded, at least for now. You can add all the abilities and techs you want when you edit the xml files though, regardless of how many points they cost (FYI, adding a value of an ability that isn't oen of the options in game will make it 'free').
