Not sure yet (currently you can't set this). It was about 26 planets/asteroids per solar system, but looks like it's been reduced in the build I just got. Needless to say, the game's in alpha right now, so there's lots left to be done.

Yup. You can't build as much on them of course, since they're waaay smaller than a planet.
