upgrading ships

We have the option to upgrade a current ship or start from scratch.it seems both do the same thing.
I would have thought you take a ship and should be able to add to it to make it more powerful than it was originally but if you go to upgrade it,you basicly start from the hull up.
why have both options if they do the same or is this a bug that needs to be worked out?thanks

Go into the game settings and in there is an option that is on as a default that says something along the lines of 'clear existing parts on upgrade', all you need do uncheck this box and all your current parts will be retained on upgrade. It is then down to you to remove them manually before adding the new ones.

There is another thing.
If you use the upgrade option in the shipbuilder, the production of all planets building the old design will update to the new design.
