v1.4 crashing when loading campaign

I am running a fresh install of XP and a new download of GC2 (v1.4)
Though I can run a normal game, the campaign crashes the instant it tries to load the actual scenario (right after player setup)
I have attempted this about 8 times with the same effect each time.

I have disabled ALL the video performance options and disabled anti-aliasing but with the same results (instant crash when loading campaign)

when trying to use windowed mode, game startup screen is still in fullmode. when it goes to load the game (campaign) it still crashes.
I have included the Microsoft bug report as well since it decided to pop up this time.

ive only been playing for less than a week but ive had a similar problem, although this only happens every now and then. The real problem i have is in the campaign; as soon as i research planetary improvements (this has happened in a couple missions now, and i have no idea how to fix the problem) i suddenly have a treasury of several bijillion credits and i cannot move my industrial spending above 50%. Below 50% my economy functions as it normally would, but as it is set to 51%, the "net income" line says 21,947,945,542 bc or so, while the expenses breakdown says that my end of turn treasury will be -several bijillion credits. So i have a massive income, but have massive debt. And my research tree says that i will "never" research the next tech in the tree (understandable if im so far in debt somehow) but after the next turn i get that tech, and the next 3 in the tree. So if i research laser 1, i get laser 1, 2, 3 & 4. The crash bug usually happens after this bug.

This is a pretty big issue, caused by probably a relatively small part of code, even so im no wizard. Is there an easy way to fix this problem because it does restrict my economy considerably during campaign play.

I have the same problem when I try to launch the campaign. Didn't notice it prior to v. 1.4x, but haven't kicked it off since prior to v. 1.3x.

I can confirm the problem. Interestingly enough, the error occurs only when I start a new campaign mission, not when I continue my current one. (In which I fail, hence the need to restart.)
