How do I comment on GUI submissions?

I can't figure out how to comment on GUI submissions. I can read submission comments, but I can't how I'm supposed to add my own comment. Am I allowed to comment? If so, how am I supposed to do that?

Have to log in with Stardock account username and pw. Somehow I've combined my WC and Stardock info to work everywhere, so I just login with my WC info.

I did, I think. Maybe it was my WC username. It definately says welcome BigDogBigFeet above. I'm not sure what's wrong. I can vote and have done so this week. But I can't find anyway to comment.
