SHADEBLENDCAPS ??? WHAT IS THIS

"Per-pixel skinning requires your drivers to at least claim to support the SB_PIXEL_ALPHA flag in the SHADEBLENDCAPS structure."
I have seen this over and over again. Since i am not a 100% computer nerd, can someone explain to me what the whole SHADEBLENDCAPS structure thing is and how to fix it or check to see what the values are? I cannot get the per-pixel skinning feature to work on my laptop becuase of this very note above. Apparently my on-board ati graphics chip is too old to allow for this. Am i totally screwed? I have updated my drivers to the latest catalyst's from ati and i still got nothing. Is the only way to get this to work to get a new computer with a newer better graphics card? I could really use the help.

If WB tells you that your machine cannot do per pixel then chances are that the drivers are saying they do not support it.

What model card do you have?

It is an onboard ATI Mobility Radeon with 16mb memory. To be specifically technical the properties of the adapter say:
Chip Type: MOBILITY RADEON AGP (0x4C59)
DAC Type: Internal DAC(350MHz)
Memory Size: 16MB
Adapter String: MOBILITY RADEON
Bios Information: BK5.0.0 VR005.000.007.005.004.001.000.001 I

I have no idea what all this means but this is what it is. F.Y.I. i have updated the drivers from Sony with the most recent they have and even tried updating with the latest catalyst drivers from ATI. After everything i still was not able to get the transparency on the borders to work. THE MOST FRUSTERATING PART IS THAT ALL OTHER PARTS OF THE DREAMLAND SKIN ARE WORKING AND ARE TRANSPARENT/GLASSY/FROSTED JUST AS THEY ARE INTENTED TO BE. EVEN MY RIGHT CLICK MENUS WORK. THE ONLY PARTS THAT REFUSE TO ARE THE DAMN WINDOW BORDERS? CAN ANYONE EXPLAIN HOW 85% OF THE SKIN WORK AND APPEAR AS INTENDED BUT THE WINDOWS THEMSELVES DON'T? THIS IS WHAT IS REALLY EATING AWAY AT ME.

Is there a way to determine whether or not a Video Card supports per-pixel rendering without having to install WB 5.01?
