Try going to C:\Program Files\Stardock\Totalgaming\GalCiv2 (or wherever you installed the game at), and run GalCiv2.exe directly. If that works, make a shortcut to it and use that instead of the launcher.

Actually, the error is indicating Windows Script needs to be updated/reinstalled if I'm not mistaken.

Go here, download and install it and the problem should be solved:
