Objects go to OnTop whn clicked

Is there a way to stop objects from bringing themselves to the front of other objects when they are clicked. I have multiple objects on the 'Normal' layer. I want to be able to click one of them and have it activate, without it popping over the other normal level objects.

I don't want the objects to be related in a child paret relationship.

Objects, widgets or what? Builder or normal mode?
In normal mode, right click on a widget and choose properties. Top field is z-order. Set it to desktop.
