I read the posts concerning this problem, and tried the solutions given, but no go. I have the latest drivers (gfx & snd) installed, but no go. Could someone help?

Try setting your desktop to 32bit color. If that doesn't fix it you should also try editing the preferences file (My Documents\My Games\GalCiv2\prefs.ini) manually to make the game run at the same resolution as your desktop.

You should also definitely update to 1.2. There are many bug fixes and gameplay improvements. The patch can be found in the downoads section of the site here.
