PQ/Tile bug in 1.2

Not sure if this was addressed in v1.3, but when I get the "council gives a new planet to someone" event, and I recieve the new planet, and my alignment is neutral, the new tiles aren't upgraded automatically. If I take a planet from someone by force or colonize a new one, however, the bonus is applied automatically in most cases.

The other problem I encountered shortly after (because new planet was in enemy territory) was that the planet revolted, but I could still access it in my list and zoom into planet view. This might be a known bug, but it's revealing when it happens on the dreadlords campaign as to how they build their colonies

I've seen this issue as well. It was discussed a bit in the following thread.

From my experience it happens on any planet that I didn't colonize myself. One responder to my post said it didn't occur with v1.3 beta 2a but I never did hear anything from Stardock about this. I'm hoping they fix it. Someone else said he deals with the problem by researching the terraforming branch early and giving away the techs to all AI's. I don't really object to this in theory but I'm generally too busy researching tech that I desperately need to research a branch only to give it away.

I have no experience with anything like your planet revolt issue.
