Error Loading Skins

I have just installed windows blinds 5 and everytime I try to load a skin the only thing that changes is the color scheme (and sometimes wallpaper). The taskbar, start menu, windows, etc. all take on a windows classic theme. Can anyone help me with this problem? I am not very computer savvy but I can probably figure out what the problem is with some help. Thanks!

Open WB configuration - click 'system information' - copy/paste here all the info that shows up.

I have uninstalled an reinstalled it and it still doesn't work but here is the report in full:
