AI does nothing

OK -- I used CTRL-N quite a bit until I get a good galaxy to start in... I've noticed this before - but this is the first time it's happened in a game I want to salvage...

The AI does NOTHING - no building, no researching, no exploring -- nothing. I've played about 40 turns, and while I'm tucked in a corner and have made no contact - the 9 AI 'spheres of influence' are still perfectly round, they definitely have colonized no further worlds... and I've gotten NO indications of galactic wonders (and playing masochistic - SOMEONE should have been something by now). I've tried restarting from a saved game (I almost always save promising looking galaxies on turn 1 for possible later play if it turns out to be a fun map) - but still no AI action.

#1 - I think I had seen this reported before - but searches turn up nothing... Is this a known issue?

#2 - Is there any way to salve this game? Is there something I can change in the saved game file? I really would like to play the galaxy I generated...

There is a bug that can cause the AIs to be set to braindead difficulty--best bet is to set the intelligences on each manually before starting.

yea this happenes to me they just dont spread past their first colony ship. until about 2 or 3 years in the game by which time you are so dominante that all you have to do is offer a tech and alliance to everyone and get alliance victory. and i play on normal. i remember when i was still playing the original with 1.1 patch even on cakewalk (yes i know, but before i do anything i have to try it out first.) the comp would at least spread and then start spamming 1 hit kills.

Thats wierd, when I play the game, their exploring and everything, I mean, even on Cakewalk. Any higher than that and they really start to get difficult.
