Invisible menu items and mostly invisible UI in ship builder

Some menu elemtents are invisible, eg apply upgrade to all ships of this class in ship upgrade window, and the UI buttons in the ship builder are invisible over a black background (eg i have to zoom in on my ship to see the ui elements). looked around saw no posts to this effect, wondering if this is know or not and if there is any fix

Please try reinstalling. It sounds like a .dxpack file did not install properly.
If that does not fix the problem, run the game, go to the screens that do not work, then exit.
There will be a file called debug.err in your /Program Files/Stardock/TotalGaming/Galciv2 folder.
Please post the contents of this file.
